The UAE Ministry of Finance’s Federal General Budget Annual Report lists AED 12.641 billion in estimated federal tax revenue for fiscal year 2025, compared with AED 11.268 billion for 2024. The report also lists total federal revenue estimates of AED 71.5 billion for 2025.
These are budget estimates
The report is a budget document. Its figures describe the federal revenue plan and should not be read as a final audited total of cash received. When final actual results become available, they may differ from estimates.
Different reports answer different questions
The Ministry’s budget table groups federal revenue by category and fiscal year. The Federal Tax Authority’s annual report, by contrast, reported AED 46 billion in VAT and Excise Tax collections for 2025. The two figures have different scopes and classifications: one is a federal budget estimate for a tax-revenue line, while the other is an authority-reported collection total for two specific taxes.
Readers should not subtract one number from the other or assume they reconcile without examining the underlying accounting definitions, intergovernmental arrangements and reporting periods.
Revenue categories provide context
The annual report separately lists federal entity service fees, contributions from emirates, investment returns, pension contributions and taxes. This broader view matters: public services are financed through multiple sources, and tax is only one of them.
The report’s revenue tables are public information. They do not reveal the private tax records of individual residents or businesses.
This report summarizes public documents. Figures are attributed to their issuing organizations and are not independently audited by this publication.
